Curbside Collection Services

All residents in unincorporated Osceola County will receive a once-a-week garbage collection. For questions about our residential curbside collection services, please call our Solid Waste Department at 407-742-7750

  • Pay HOA dues or questions about HOA dues
  • Sign up for electronic HOA notices and voting (help save money to keep expenses low!)
  • Update your contact info (email addresses, phone numbers, billing address, management company contact) This should be done through your Highlands Community Management web site at www.hcmanagement.org
  • Submit a maintenance request for a common area
  • Report a violation or concern with a property in the neighborhood

Below is a guide for other common questions about the area, who is responsible, and how to get help.

Street Light problem or any outage - Report the problem to Duke Energy here. You can find the light on the map and submit a maintenance request. 

Trash - Trash service in the neighborhood is funded and administered by Osceola County. 

  • County Information about curbside trash, recycling, bulk, and yard waste services
  • Information on curbside services from Advanced Waste, the company contracted by Osceola County for trash 
  • Register with Advanced Waste to be notified if your route is delayed, holiday schedules, etc.
  • Trash and Recycling Tips: 
    • Don't overfill your trash or recycling carts. The carts are picked up by a mechanical arm and dumped into the truck, and they will not pick up overloaded carts as they risk trash falling out.
    • You can get a second trash or recycling cart for a one-time fee (currently $65 as of 2021). This prevents overflowing garbage. Contact Advanced Waste to arrange for delivery. There are no ongoing charges for multiple trash or recycling carts.
    • Trash left outside of the cart will not be picked up. Carts placed closer than 2-3 feet apart will also not be picked up as the mechanical arm needs space, and the driver will not get out of the truck to move it.
    • Read the County Information linked above for tips on removing bulky items.

Road Maintenance - The roads in the neighborhood are owned and maintained by Osceola County. If there is a road problem, please report it to Osceola County here. Parking - Osceola Sherriff's non-emergency number: 407-348-1100. If vehicles are parked on the grass, blocking the road, blocking a sidewalk, or blocking your driveway, please call the Osceola County Sherriff. They are responsible for enforcing parking laws. If a vehicle is parked on your property without permission, you can call a towing company to have their car removed. The cost of the towing will be charged to the vehicle owner before they can get their vehicle back. You can only have a car towed from a public street through the Sherriff. While our neighborhood has an HOA, the roads are public, and the Sherriff is responsible for enforcing State and County ordinances. The HOA has the authority to enforce HOA rules via notices and fines on neighborhood streets.

Water Feature and Fountain - If the water feature at Formosa Gardens Blvd and Livingston Rd or the fountain on Golden Pond is not working, please email Highlands Community Management: n.schempp@hcmanagement.org

Common areas - If there is a problem with the areas surrounding the neighborhood entryways, sidewalks along Formosa Gardens Blvd or Livingston Rd, a malfunctioning sprinkler in these areas, a problem with the neighborhood signs or the lights for the signs, please email Highlands Community Management: n.schempp@hcmanagement.org
